Site EH&S Leader

Job Description Job Description We are seeking an experienced, hands-on Site EH&S Leader to take ownership of Environmental, Health & Safety performance at our Brownwood, Texas facility.

This is primarily a Safety leadership position-approximately 75% Safety and 25% Environmental. The successful candidate will be a visible presence throughout the facility and will work closely with site leadership, operations, maintenance, and employees to build a strong safety culture, identify and eliminate hazards, improve safe work practices, and ensure compliance with applicable OSHA and environmental requirements.

This is not a primarily administrative or environmental position. We are looking for a practical safety professional who is comfortable working on the plant floor, engaging employees and supervisors, investigating incidents, identifying root causes, implementing corrective actions, and holding the organization accountable for safe work.

Chemical or process-industry experience is strongly preferred, but an engineering degree is not required.

Environmental compliance is supported by an outside environmental consultant. The Site EH&S Leader will coordinate with that consultant and maintain site-level ownership of environmental compliance, records, inspections, permits, and corrective actions.

Primary Responsibilities

Safety Leadership - Approximately 75%

• Serve as the site's primary leader and subject-matter resource for occupational and process safety.
• Establish, maintain, and continuously improve a proactive site safety culture.
• Maintain a visible, hands-on presence throughout production, warehouse, maintenance, and other operating areas.
• Partner with Operations and Maintenance leadership to identify hazards and implement effective controls.
• Conduct regular safety inspections, audits, observations, and risk assessments.
• Identify unsafe conditions and behaviors and ensure timely corrective action.
• Lead and/or coordinate investigation of injuries, near misses, property damage, and other incidents.
• Apply root-cause-analysis techniques to identify systemic causes rather than simply assigning blame.
• Develop and track corrective and preventive actions through completion.
• Maintain effective safety metrics and communicate performance to site and company leadership.
• Lead safety meetings, toolbox talks, training, and employee safety communications.
• Develop and maintain Job Hazard Analyses (JHAs), Safe Work Practices, and other safety procedures.

• Coordinate emergency preparedness, drills, and response procedures.
• Maintain OSHA-required records, reports, training documentation, and postings.
• Serve as the primary site contact for OSHA inspections and safety-related regulatory inquiries.
• Ensure appropriate safety training is completed, documented, and kept current.
• Work with supervisors and managers to establish meaningful safety accountability at all levels of the organization.

Process & Chemical Safety

• Promote safe handling, storage, transfer, and use of chemicals and hazardous materials.
• Identify potential process hazards and recommend appropriate engineering, administrative, and PPE controls.
• Participate in process hazard reviews and risk assessments as appropriate.
• Support Management of Change (MOC) processes when applicable.
• Participate in PHA, HAZOP, LOPA, or similar risk-analysis activities when applicable.
• Maintain familiarity with OSHA Process Safety Management (PSM) concepts and requirements where applicable to site operations.
• Review incidents, near misses, and process deviations for potential systemic or process-safety implications.
• Partner with Operations and Maintenance to ensure safety considerations are incorporated into process, equipment, and facility changes.

PSM/HAZOP/PHA experience is a plus, but not an absolute requirement.

Environmental - Approximately 25%

• Maintain site-level responsibility for environmental compliance and environmental performance.
• Coordinate with the company's outside environmental consultant on permitting, reporting, inspections, and regulatory requirements.
• Maintain required environmental records and documentation.
• Coordinate environmental inspections and corrective actions.
• Ensure appropriate handling, storage, labeling, and disposal of hazardous and non-hazardous materials and waste.
• Support compliance with applicable EPA, TCEQ, and local environmental requirements.
• Serve as the site liaison with environmental regulators and the outside environmental consultant when appropriate.
• Identify potential environmental risks and ensure they are promptly addressed.
• Assist with environmental emergency preparedness and response.

Leadership & Culture

The successful candidate will understand that effective safety management is fundamentally about people and behavior, not simply policies and paperwork.

Qualifications

Required

• 5+ years of progressively responsible safety, EHS, HSE, industrial safety, manufacturing safety, construction safety, or related experience.
• Demonstrated experience conducting safety inspections, investigations, risk assessments, and corrective actions.
• Strong knowledge of OSHA requirements and workplace safety practices.
• Experience developing or delivering safety training.
• Experience working directly with operations, maintenance, production, or field personnel.
• Strong communication and interpersonal skills.
• Ability to work effectively with employees at all organizational levels.
• Ability to spend substantial time on the plant floor and in operating areas.
• Ability to independently identify safety risks and drive corrective action.

Preferred

• Experience in chemical manufacturing, chemical handling, process manufacturing, oil & gas, refining, mining, concrete, energy, utilities, or another industrial/high-hazard environment.
• CSP, ASP, CHST, CUSP, CIH, CHMM, COSS or similar professional certification.
• Experience with OSHA PSM.
• Experience with PHA, HAZOP, LOPA, MOC, or RMP.
• Experience with industrial hygiene.
• Experience with root-cause analysis and incident investigation.
• Experience managing contractor safety.
• Experience working with OSHA, EPA, TCEQ, MSHA, or other regulatory agencies.
• Experience coordinating environmental compliance consultants.

An engineering degree is not required. We value demonstrated safety leadership, industrial experience, judgment, and the ability to influence operating personnel over academic credentials alone.

Key Performance Measures

Success in this position will be measured by more than simply the absence of OSHA citations or recordable injuries.

Key measures will include:

• Reduction in serious injury and high-potential incident exposure.
• Timely completion of corrective actions.
• Reduction in repeat incidents and recurring hazards.
• Quality and effectiveness of incident investigations.
• Employee participation in safety programs.

Education

A bachelor's degree in Safety, Industrial Hygiene, Environmental Health & Safety, Engineering, or a related field is preferred but not required.

Equivalent experience and demonstrated success in industrial safety leadership will be considered.

Compensation & Benefits

• Base Salary: $110,000-$115,000
• Annual Performance Bonus: 10% of base salary at target
